“Mandatory Prior Consultation” is required before the inception of any project that would affect the environment and the right of the people to a healthful ecology. It means that consultation among its constituents must be conducted and that the Local Government Unit has approved it in accordance with the requirements under Section 26 and 27 of the Local Government Code. The requirement is in line with the principles of local autonomy and citizens’ participation in governance.
