This will involve a discussion of a particular law, administrative and executive issuances, set of legal remedies and skills that will increase the capacity of the participants to handle specific gender issue.

Labor Laws for NGO Workers

The target for this session are employees of various non-profit organizations. The session aims to clarify workers’ rights considering the unique nature of their work.

Indigenous Peoples (IP) Local Governance

Chiefly designed to empower the IPs greatly through a series of legal education that is anchored on the letter and spirit of R.A. 8371, a.k.a. Indigenous Peoples’ Rights Act of 1997 (IPRA), and other related laws that are based on the contextual information provided about by the participants attending the training/s.

Barangay Legal Education Seminar (BLES)

Barangay Legal Education Seminar (BLES) was designed for barangay officials and advocate to capacitate them in the implementation of the barangay justice system and to strengthen the responses of barangays to issues and cases of the marginalized and vulnerable members of the community, such as women, children, farmers, fisherfolks and indigenous peoples.

Anti-Violence Against Women Legal Education

The Anti-VAW Legal Education Program of SALIGAN complements its advocacy to eliminate gender-based discrimination by capacitating the women sector, local government units, government agencies, CSOs, POs and other stakeholder in fulfilling and protecting the human rights of women.

People’s Participation in Local Governance

Democratization and decentralization are critical elements of good governance. SALIGAN’s comprehensive program presents the basic principles of local governance, local legislative process, and the venues for people’s participation.

Gender-Responsive Local Legislation

This program focuses on gender mainstreaming as a strategy for policy making. It addresses the first issue of attaining gender justice: legal recognition of rights. Gender-responsive local legislation equips policy makers and advocates in identifying practical and strategic gender needs, and creating a local advocacy plan in addressing these needs.

Child-Centered and Responsive Local Policy Development

Thirty years since the UN Convention on the Rights of the Child local policies are not yet compliant to the mandates thereto. This program ensures that the pillars of children’s rights: survival, development, protection and participation, are integrated in the local development process.

Basic Urban Poor Training

The two-day training is intended to equip the urban poor sector, advocate, government offices or any stakeholder interested in informal sector issues. The session will focus on the traditional property rights of marginalized and disadvantaged groups in the country and the existing social justice legislation like the Urban Development and Housing Act (UDHA).

Urban Governance Training

The urban governance training combines Basic Urban Poor Training module with local governance topics. It will focus on the framework of the proper implementation of laws affecting the urban poor, and how the urban poor sector can fully utilize the local government code provisions.

Local Housing Board Orientation

SALIGAN conducts a one-day orientation session on the establishment of housing board or similar bodies in every city or municipality in the country. The Local Housing Board (LHB) is anchored on the social justice and human rights principles that the State should establish a continuing program of urban land reform and housing and to respect the rights of the urban poor sector.
