SALIGAN operates in different areas throughout the Philippines. It has two branches in Bicol and Mindanao.

The Mindanaw Branch

SALIGAN’s Mindanaw program was launched in 2002 with funding support from CORDAID. Initiating a branch in Mindanaw was broached when the external evaluators of SALIGAN highlighted the advantages of establishing regional offices. The evaluation was conducted in 1997 with the assistance and guidance of CORDAID. When the Mindanaw branch was set up in Davao starting late 2002, it was mandated to continue implementing the SALIGAN programs in the region, based on an assessment of the local situation and the needs of the partners and prospective partners. At the strategic assessment and planning of the branch after a few months of operations, the following programs were added to the core programs: Moro and indigenous peoples, peace, and environment. The inclusion of these programs was based on the branch members’ assessment of what are other relevant programs in Mindanaw. This, however, meant more work for the staff as there would be more programs with a much smaller staff complement. This was the challenge that faced the Mindanaw staff, and which they have had to hurdle in the past three years.

The Bikol Branch

As part of the implementation of SALIGAN,s programs and activities, SALIGAN established a branch in 1990 in the Bicol Region. The Bicol Region, located in Southern Luzon, Philippines, is one of the biggest and poorest regions in the country. SALIGAN decided to establish its first branch in Bicol (the other branch is in Mindanaw) not only because of the need for alternative legal work by the people in the region but also because of the active involvement of people,s and non-governmental organizations in the development efforts in the area. At present, the Bicol Branch has four lawyers, one researcher/paralegal and one administrative staff. SALIGAN-Bicol,s operations cover the provinces of Camarines Sur, Camarines Norte, Sorsogon, Albay and Masbate.
