This primer provides the framework for the local implementation of the Safe Spaces Act pursuant to the PCW-DILG JMC 2020-01 or the Guidelines on the Localization of the Safe Spaces Act adopted on December 7, 2020.  This intends to guide local policy makers and advocates in their work towards a safe space for everyone, everywhere.
