SALIGAN continued its work with the marginalized and disadvantaged sectors in 2018 and 2019 despite major setbacks in human rights and citizen’s participation due to the political and social contexts. Policy work was stalled by constant turnovers in the government and the 2019 midterm elections. Amidst all these, SALIGAN, its partners and networks, persistently found ways to work toward social change through the use of law and legal resources.
